According to the desires and goals (needs and goals) of each individual. Maslow describes the human need in a hierarchy or sequence, dnri the most basic physiological needs (eating, drinking, clothing and so on) until the highest requirement, the need for recognition or self-development opportunities.

For achievement or meet these needs, particularly basic needs (physiological needs), one needs healthy, have a job, have / search money, and so on. For this all necessary cooperation and mutual assistance between the individuals.

Meet the needs and goals of an institution: The institution in society can not be separated from the relationship between the adults in the community who continue to require the development and advancement. Institutional development is none other than members of the institution's development and could not be separated from education, both formal and non-formal.

Meet the needs and goals of society: Society is complex, dynamic and always evolving. Regarding various aspects of community development. Every aspect of life in the communities developed by the agency or authority relating the above aspects. For example, health agencies will develop aspects of public health, agricultural agencies will develop economic levels of society. Eventually all aspects of life in the community achieve harmonious development.

Task here is to provide education and or increase knowledge / cognition, lead to a positive attitude and to provide or improve the skills of the community / individuals that achieved a thriving community.

From the description of the purpose of education (pedagogy and andragogik), it can be concluded that the end of education is heading to a change, ie, the behavior of individuals and communities. So the purpose of education is to change behavior in the desired direction. In connection with this, the goal of health education is to change the behavior of an adverse or not in accordance with the norms towards health behavior or health benefit to health norms.
